Dalian is one of the important coastal cities in China, which abounds in natural resources offshore and possesses advantages of oceanic economy development. Since China has opened its door to the outside world, Dalian has made great contribution to both the development of oceanic economy and the oceanic and ecological protection and gained a lot of experiences in these two fields. The research on the strategic thoughts on the oceanic economy development is beneficial to the other coastal cities in China.
