Public policy is a code of conduct in t he process of selection,synthesizing,distribution,and implementation of the social public policy.The gove rnment established the code of conduct in accordance with the determined target during a certain period.In the process of decision -making and the implem entation of a policy there are some risk factors both internal and external w hich have impact on the policy system and its actual quality.Against this background the paper analyses the possible risks and set a risk identify s ystem for the public policy.The system lays a foundation to evaluate and con trol risks.
