The paper first introduces the restr ucture theory,on the base of which dynamic collaboration effect theory(DCET)is presented,which says that enterp rises restructuring is dynamic collaboration process and restructurin g effect depends on the all collaborative factors like,scale of enterpris es,enterprise culture,enterprise techniques,en-terprise running background.Then t he paper,employing the case study ap proach,analyzes TVEs ' scale,structure and its environmental changing trend to demonstrate the significance of restructuring and generalizes the experience and lessons.Finally,at the end of paper,some suggestive strategies are pre sented.
