The paper introduces the PROMEHHEE algorithm into the decision making of oversea investment project location. The concept of trapezoidal fuzzy number to modify the PROMEHHEE algorithm is used. Taking into account the weak preference, incomparability and unclear future of a project location decision-making, the modified method introduced in the paper will represent the reality of the decision situation and bring about flexibility and simplicity to decision makers.
