The legislative suggestion about "Emergency Law" has made for many years, but it has not yet come into the agenda of law-making. This paper discusses the issues of feasibility of promulgation of Emergency Law, the basic content of the Emergency Law, the way to strengthen government function in emergency management, legalization of policies and preparation for emergency, setting up information system of government emergency management and limitation of duties of citizen under the state of emergency.
