Abstract:Human resource management (HRM)has become the key in enterprise management at knowledge-based economy age.However,the hysterics and deviation between research and application makes HRM unsatisfactory and low efficient.This paper proposes a novel HRM theory based on job&competency.On the basis of mature and excellent management factors,in terms of features of various industries and actual situations of enterprises,job&competency based HRM will be employed in dynamic market environment.This paper also provides spe-cific model and detailed explanation.
