The overall, harmonic and sustained development that known as the concepts of scientific development was put forward in the 3rd Plenary Session of the 16th Central Committee of Chinese Communist Party. Now the development is greatly effected by some problems, such as environment pollution, ecological imbalance and energy shortage. We must set up the concept of scientific development, readjust the relationship between human beings and nature, and set up circling economic development mode.
