This paper analyses the distinguish between safeguard measures and antidumping, the characteristics of international safeguard measures and its influence on China's economy. It finds that China has been the main target country of safeguard measures, and it forecasts that the China's safeguard measures will increase. Finally, it gives a countermeasures of our country.
