The selection of Cone-Ratio in traditional Cone-Ratio DEA Model is not given. In this paper, the reasonable scope for Cone-Ratio is proposed based on group decision according to the C2R model. Furthermore, the quantity of efficiency DMU is controllable through the adjustment of corresponding parameter.
