The Third Session of the Sixteen's CCP Congress made a summarization of 25 years of Open-door experience, and for the first time completely illustrated the conception of scientific development, put forward "Five Unifications" and "Five Persistences" which set up a complete theory system of scientific development concept. In order to realize the grand goal of "Xiao Kang Society",we must insist on the sustainable development strategy and take the way of new-type of industrialization to make sure mutual co-ordination between economic society and environment resources. The Recycling economy is one of such a strategy.
