It is of great significance to perfect the intermediary service system of science and technology to the structure optimization and the efficiency improvement of National Innovation System. In this paper, the intermediary service organizations of science and technology have been defined from the broad and the narrow aspects and have been sorted. The existent problems in the intermediary service system of our country were analyzed. Pertinent measures and suggestions to these problems have been discussed from the aspects of transformation of the government function to manage science and technology, perfection of law and policy environment, creation of development space for intermediary organizations, construction of fair social environment and so on.
