This paper constructs three theoretical outlines, including policy delay, policy game and policy evolution. And then the author tentatively proposes nine theoretical propositions based on the three theoretical outlines. The aim of the paper is to reveal and explain the inherent logic of public policy changes, to indicate the complexity of the variable system constructed by the independent variables and the dependent variables of public policy changes.
