During virtual enterprise founding, with orienting to core resource integration, aiming to actualize the resource sharing and risk sharing among its members, the paper proposes Virtual Enterprise trust governance model under the resource pooling mode. And then, the coordinated management and control on virtual enterprise resources have been actualized.
