With technological progress, the organizational change and the development of division of labor, the market competitive mechanism has entered the field of public utilities in our country gradually. The public utilities are characterized with steady profit, vast market and great potential. Under the circumstance of economic globalization, government regulation gives an all - directional impact to public enterprises. Therefore, it has been extremely critical to both perfect the governmental regulation of the public enterprises and reestablish the governmental regulation on the public enterprises. Starting with the economic theories of government regulation, combining with the current state of our country, this paper analyzes the governmental regulation of public enterprises qualitatively. And then, we discuss and explain the reform and reestablishment of governmental regulation on the public units in our country, meanwhile,we put forward the corresponding suggestions in the paper.
