The intellectual property strategy is becoming an important means through which the government can win its competitive advantage. Illustrated with relevant cases, the latest achievements in other countries on the intellectual property (IP) strategy are thoroughly studied. The paper explores the roles that the government should play in IP system innovation, IP organization improvement, IP education development and IP strategy planning. Finally, the author attempts to put forward a general model for intellectual property strategy.
