This paper, first, present the "three levels" framework of collective learning mechanism based upon the analysis of learning flow in industrial cluster. Secondly, the learning flow based collective learning mechanisms are discussed in detail. Finally, the collective learning mechanisms in our country's industrial clusters are explored according to our empirical investigation.
