International technology transfer (ITT) plays an important part in the world economy during the economic globalization. There are all kinds of attritions and conflicts in the course of ITT because of the different cultures between the technology-exporting country and the host country. These problems have side effect on ITT. This paper inquires into the dialectical relations between culture and technology, and how culture influence ITT from a culture perspective. Meanwhile, it points out the necessity to build a scientific culture- technology concept.
