The paper develops a new assessment framework of the sustainability of river basin, which consists of the possibility in natural dimension , the economic feasibility and the social acceptance. Based on this, a new practical way of realization it is introduced. The new way is under the rule of holistic development and takes spatial reallocation of land use as its main measure.
