It is necessary to deepen reform of drug administration system under the new situation. The following measures should be taken to transform functions of governments at all levels in drug administration area and improve capacity and efficiency of regulation, that include to set up regulation information consultant institutions and information disclosing system, to reform drug regulations and administrative review, to establish systems of conducting investigation, hearing and negotiation.
