City is the area where many kinds of crisis most frequently happen. The situation of urban crisis management in China is very severe now. The authors firstly analyze the urban crisis and their management situation in China,and put forward the innovative idea of building urban crisis management mechanism by applying IT. Then the authors offer a new mechanism that is led by a unified organization(the urban crisis management center). The center congruously collocates all the related resources, superintends all the related departments working, and widely shares all the related information. Finally,in order to insure the mechanism working efficiently,the authors suggest developing a helpful decision support system(DSS) for the mechanism. A primary framework of the DSS and some suggestions are discussed as well in the paper.
