The rapid development of electronic governance provides favorable conditions for effective prevention, rapid disposal and overall evaluation of modern crisis. In this paper, the overall framework of government's crisis management system is described under the circumstance of electronic governance and its main functions are presented in detail. The framework includes safety pre-warning subsystem, status tracking subsystem, emergency disposal subsystem, effects evaluation and compensation subsystem. The framework can be the basis of the establishment of our government's crisis management system.
