Based on the analysis of eco - environmental problems risen in the urban development using the theory of industrial ecology, authors discuss the root environmental problems caused by the urban industrial system. The paper also lines up the countermeasures for the development of industrial ecosystem, especially in terms of the material flow within the industry and its relations with the external environment. It is also proposed to strengthen the construction of urban eco - environment and eco - culture, in an effort to promote the development of eco - friendly urban environment.
