As a new industrial organizational form, a project-based business needs to be placed under a strategic management system, more urgently than its traditional counterparts. It is therefore meaningful, both theoretically and practically, to work on an enterprise project management model (EPM), especially when such studies are very limited in number. The paper points out that the enterprise strategic project management(ESPM)is a new form of EPM, and describes the characteristics of ESPM. A systematic ESPM model, a meaningful guidance for EPM practice, is also proposed.
