When studying a local economy under an uneven development pattern, both initial conditions and system reforms have to be considered. To this purpose, author establishes an uneven local economic growth model embedded with initial conditions and market reform elements. The actual case verification has shown that when comparing initial conditions with market reforms, both bearing implications on the uneven local economic growth, the market reform plays a more important role than initial conditions. In this context, promoting the reform of local markets in line with the west region's needs, represents an important effort in narrowing down the economic gaps between the east and west, and in implementing the west development strategy.
