Abstract:This paper, through an analysis of the intrinsic meaning of the social credit system, defines the social credit system as "an accessorial social system for credit transactions". The social credit system, though complicated in nature, has a clearly defined tiered structure, which is made up of four levels: 1) basic economic rules and a supporting system; 2) a credit environment; 3) credit service providers and; 4) credit institutions' internal management. This paper, based on the said structure, proposed government's possible roles and position in establishing the social credit system.
