Based on the idea of innovation development, Capital 248 Magnitude Innovation Project is a strategic plan developed by the Beijing municipal government to improve the regional innovation system and build a capital development engine. By generalizing the successful experience of implementing Capital 248 Magnitude Innovation Project, this paper analyzes and puts forward a strategic keystone to complete the mode of innovation development and a strategic action plan to accelerate the innovation development in a new era from the point of view of science development.
