This case study of the reform intended for implementing the administrational approval protocol in Chengdu, can be helpful for offering an overall description of the workings of the protocol, identifying the causes leading to and the difficulties besetting the reform that is ongoing within the framework of a local government.This paper focuses on summarizing the effect of this policy and analyzing the methods and countermeasures needed for implementing "the administrational approval law".
