The WTO decision-making mechanism is composed of formal and informal decision-making procedures. In recent years, the "Green Room" arrangement of the WTO decision-making mechanism is eliciting more and more suspicions and criticisms. This paper analyzes the reasons of its formation and the causes that call for its reform. It also discuses the theories of decision-making mechanism reformation and puts forward suggestions concerning the reform of the WTO decision-making mechanism.
