In this paper, we made a comparing study about the innovation systems which were defined by institution, district and connection of technology. We analyzed their characteristics and limitations. We found some shortcomings in some respects, such as in understanding the essence of innovation, in understanding the goal, functions and mechanism of innovation system. For overcoming the weakness, we pointed out that the innovation system should be defined on base of creating and transferring knowledge.
