There are many researches on externality of transport at home and abroad.However, the researches on externality of waterway transport are still lacking now. Based on the principles of externality, this article definitely analyses the problems of externality of waterway transport, meanwhile, expatiates the essentiality andprinciples of internalization, at last, put forward some related suggestions of policies.
