This paper aims to solve the disjointed problems in basic study, engineering research and industrialization though exploring their science and economy rules. In order to accelerate the industrial process, it is necessary to incubate technology, production and industry. An uniform mode is put forward with technology innovation, engineering-oriented realization and industrial production to form an industrial incubator, and also enriches and extends the meaning of industry, engineering research and basic study.
