The main reason that research misconducts happen frequently is the absence of the control function of the norms of science. Based on the analysis of the deviant behaviors in science, the paper hold that the way of the attainment of control function is norm integration for norms of science. By norm integration, the theory of norms of science may explain the social operation in science and realize social control of deviant behaviors.
