The Hi-tech Development Zone is a tool for implementing new industrialization development strategy in China, and its second-phase development should meet the inherent requests of the new industrialization development. Based on the comparison between the traditional industrialization and new industrialization, this paper analyzes the economic performances and endogenous mechanism defects of Hi-tech Development Zone. And then it proposes that six transitions should be fulfilled during the Hi-tech Development Zone's second-phase development, in order to realize its sustainable development in the new industrialization background.
