Abstract:Entrance commitment for railways of WTO members shows that the opening up level of transportation (equipment) is comparatively higher than that of the freight or passenger services. Countries whose railways are dominant in domestic transportation market make lower or no promises on railways. Taking the relationship between railway opening market and Free Transportation Rights (FTRs) into consideration, especially the barriers to entry decided by industry features of railway, the paper indicates that it is unpractical for foreign investors entering Chinese railway transportation market on a large scale in the near future.
