Abstract:The paper investigates both the evolvement trends of relationship between urban and rural areas as well as the transferring modes of rural people becoming urban population in such typical countries as UK, USA and Japan. Based on the study, the paper proposes the urgency and particularity to resolve Chinese urban migrant worker problems from three perspectives including the disnychronization between rural people non-ruralization and industrialization, the contrast of the inner mechanisms existing in non-ruralization of rural people, and the difference in the rural people non-ruralization progresses. The questionnaire-based empirical analysis indicates the kernel problems existing in Chinese rural people non-ruralization progress. In the end, the paper proposes strategies and countermeasures to resolve rural labor force transferring problems and urban migrant worker problems.
