The author studies the policy and law of the circular economy in Europe at three levels, which are cleaning production, eco - industry, waste management and usage of renewable energy. Different kinds of modes are summarized, which include the choice of policy and law, the system of policy and law, the measures of policy and law, the policy -making, the legislation, the establishment of law principles and the enforcement of law institutions, On the basis of it, the mode of policy and law of the circular economy in Europe which can provide helpful suggestions on the promotion of our own circular economy is given.
