Russian didn't have better performance in the technical innovation in an initial stage of the economic shunting period due to the government's failure.In the new time of the economic shunting period,Russian government becomes initiatively in the technical innovation,changing former passive attitude,and then becomes innovative to quicken the government's supplementing of its function,and try to realize the innovation of the governmental behavior in higher level.The innovation of the governmental behavior in the economic shunting period should become a universal orientation of all shunting countries that are innovating technically.This innovation of the governmental behavior will effectively settle the dual invalidation problem of technical innovation in the economic shunting course.
