In this paper, we firstly define the concepts of independent innovation and independent innovation ability, and taking it as logistic starting point, we analyze the components of independent innovation ability, establish the index system of evaluating the ability. Taking eight areas as basic analysis units, we finally analyze regional independent innovation ability of our country with Set Pair Analysis.
