Based on the panel data approach of the microeconometrics, the article has established a data set related to the regional economy and technical innovation from 2000 to 2003 and thus analyzed the regional economy disparity which resulted in technical innovation. It drew a conclusion that the contribution of technical innovation to the undeveloped region is much lower than that of the developed region. We consider that, in order to fill up the gap, the undeveloped region should explore an active and transnormal strategy of technical innovation to improve the regional innovation level.
