In order to quantitatively research on high non-equilibrium and concentration trends of distribution of(China's) R&D resources,reach to the aim of forecasting and managing efficiently R&D resources,this article uses the theory of bibliometrics for the frequency distribution problems that observed events occurred and adopts frequency-rank,frequency-size and the maximum rank method etc data processing methods,and through lgX-lgY,X-lgY and lgX-Y coordinates system,it derives the negative power distribution,negative index distribution and Bradford distribution attributive to input of the R&D expenditure and R&D personnel on cities and provinces of China.It also compares and simulates the distribution conditions and trends of the R&D resources in different regions.At the same time,the article applies Price Law to calculate the concentration of China R&D expenditure and R&D personnel.
