Under the special transition-model of Chinese economic reform,social insurance reform inevitably faces on both historical and realistic paths dependence.The "dual" path-dependence makes defining reasonably and digesting governmental responsibility for social insurance during its reform become more important and more difficult.Now governmental responsibility is facing with realistic difficulties which involves in confusing finance,serious imperfection of supervisal responsibility and so on,which have caused negative effects on social,economic,political and cultural fields etc.Current difficulties are resulted from many factors of different levels.In order to solve it the writer suggests the entire way of three-dimensional solution and gradual dissolving process while pointing out the relevant detailed measures.
