Based on the evaluation index system of social development in the world, the evaluation index system of circular economy for a city is put forward. It points out that the evaluation index system of circular economy is the important basis for the evaluation of achievements in oneg post. The index system is on the basis of the industry system, the city infrastructure system, the habitation environment system and the social consumption system, and is comprised the index of economy development, green development, human and culture development, which contains 24 indexes.
