In this paper a tentative analysis of the network governance on enterprise technology innovation is made by access theory. Through regarding enterprise as innovation subject, the economic globalization with knowledge economic as a main characteristic makes enterprise technology innovation more depend on network organizations and the interdependence be greatly increasing. On the one hand there are obvious defects in market price-oriented coordination mechanism, on the other hand the contract-oriented coordination mechanism cannot work well due to incomplete contract. In the opinion of Access Paradigm, the objective of the network governance on enterprise technology innovation is to motivate the network participants to make specific investment and maintain its integrality, in turn to promote the enterprises' competitiveness.
