With the development of global production and trade, the world value creation system has changed in very significant ways such as disintegration and reorganization during the past decades. Facing with the global essential transformation, the theory of global value chains came out frequently. The concept of global value chain focuses on the industry space characters with a global scope. At the same time, every vale fragment of global value chains generally locates in one place. The agglomeration of value fragment in space gives rise of the industrial cluster. Thus the research on the relation of each value fragment is basically the research on the relation of every local industrial cluster. In fact, the hierarchy of local industrial clusters is up to the hierarchy of value fragments. Then, the local industrial cluster development strategy must depend on the market competitive rules decided by different dynamics of the global value chains.
