The paper analyzes the crucial situations of energy shortages in China and the important role that coal industries play in the development of national economy and the energy resources security strategy, and, especially, brings forth two important national strategies-- the internationalized extension of coal supply chains and the storage and protective exploitation of coal resources. Additionally, the paper puts forth that Chinak should build the coal mines overseas, especially in developing countries richened in coal resources, and the supply chain of energy resources should be extended to ensure the diversification of energy resources supply. Furthermore, at the level of tactics, the paper emphasizes on the feasibility and the urgency about practicing the policies of protective exploitation and storage for the high-quality coal resources at the present stage in China, and proposes some suggestions and long term strategies about the practical problems of the coal industry internationalization and the safety of energy and economy for government decision maker.
