Based on the investigation of environmental and economic statistic data of China, the relationship between regional environmental quality and local economy-resources background was analyzed; the general situation of China structural pollution was investigated through comparison with several foreign countries. It was revealed that, severe macroeconomic structural pollution and structural resources waste have occurred in China due to long-term extensive economic development as well as lag technology and management. The average environment bearing load of China exceeds other under-development countries, even exceeds developed countries in several indexes of environment bearing load.
