This paper systematically studies the main contents and methods of the organizational learning in each strategic alliances' developing phrase, in the light of the problems of improving comprehensive advantages of high & new technology enterprises based on strategic alliance organizational learning. It establishes the structure model of developing comprehensive advantages of high & new technology enterprises by use of the thoughts of strategic alliance organizational learning. The tactics, which are relevant to the learning, are also proposed in the paper.
