The paper definitely represents that the entrepreneur resources have the leverage effect to enlarge other resources efficiency, and at the same time it is the predominant power to push the economic growth; the main potential of modern economic growth lies in the human resource, whose increasing returns are limited by entrepreneur resources quantity; the exploration of entrepreneur resources play a special role for developing countries and less-developed region.
