Based on analyzing the process of policy operation and its influencing factors, comparing the present situation of hi-tech industrial policy management abroad and at home, and summing up the main problems existing in China on policy management of hi-tech industry, this paper puts forward a set of principles for designing policy management system of hi-tech industry, and designs a policy management system of hi-tech industry in the light of three aspects of hi-tech industry policy, including management mechanism, process management system and management guarantee system.
