This paper proceeds with the externality of resources, and analyzes the external economic characteristics of the system of mineral resources. On the basis of the two kinds solutions of external problem theory, the paper concludes it is feasible that government utilizes economic means to solve the external problems of resources. In so far, it is essential and urgent to set up the compensation system of mining cities. This paper also puts forward the policy recommendations to set up the compensation system of mining cities.
